ZDoom Wars I 1.9 Hotfix

This is just a quick balance fix wad until the next version comes out which will be a while. Believe you me it will be worth the wait.

Strife:

Balance:

-Templar: Increased their attack rate from 8 tics (!!!) to 16.

-Dev Crusader: Reduced their damage from 12 to 5 on the melee projectile. Sorry about that one.

Bugs:

-Upgrade Stamina was invisible thanks to me renaming the sprite. Oops.

Chex:

Balance:

-Larva: Sped up their attack by 2 tics and adjusted their damage to 6, 12.

-Cyclops: Adjusted their damage to 8, 13.
